Can a Certified Manufacturing Handler Issue SCS Certificates for Diamonds to a Jewelry Manufacturer
Yes. A certified manufacturing handler (cutting or polishing) can issue SCS certificates for diamonds to a jewelry manufacturer.
Important: This article applies only to clients under SCS Global Services. If you are not an SCS certified Producer, Handler, or Jeweler, this content does not apply to your workflow.
An SCS-certified manufacturing handler, also called a cutter or polisher, plays a key role in the certification chain. Their responsibility is to certify loose diamonds before they move to the next stage of production. These certified stones are then transferred to an SCS-certified jewelry manufacturer, who uses them to create jewelry that can qualify as SCS-certified.
In the case of melee, which are smaller stones grouped together, the handler must validate these parcels before sending them to the jewelry manufacturer. Only once the jewelry is produced using validated melee can the final jewelry piece itself be certified under SCS standards.
How It Works
In iTraceiT, each certification and validation process must be initiated by the right actor in the supply chain.
For handlers, this means:
-
Certifying single stones by submitting a Single Stone Certification request in iTraceiT before transferring them to the jewelry manufacturer.
-
Validating melee parcels by submitting a Melee Validation request to confirm that grouped stones meet SCS requirements before export.
Once certified or validated, the handler must export the corresponding QR Codes on the blockchain so the jewelry manufacturer can securely access the data, continue the certification flow, and produce jewelry that qualifies for SCS-007 Certified Jewelry status.

Best Practices
-
Always ensure that the QR Codes linked to the certified or validated parcels are exported on the blockchain before transfer.
-
Verify that the jewelry manufacturer is also an active SCS-certified participant in iTraceiT to maintain traceability.
-
Keep documentation such as certification IDs, weight, and origin visible within the parcel details for full compliance.
A certified manufacturing handler can issue SCS certificates for diamonds to a jewelry manufacturer once the diamonds or melee parcels have been validated in accordance with SCS-007 standards. By following this process and using iTraceiT for certification and blockchain export, both handlers and jewelry manufacturers maintain a continuous, transparent, and verifiable chain of custody from stone to finished jewelry.
